OverviewOBJECTIVES OF THE PROGRAMME The strategic objective of the reconfigured WHO Academy integrating Health Workforce, and Nursing programme is to ensure everyone has access to competent, motivated health and care workers enabled by investments in decent jobs and working conditions, high-quality, innovative, and sustainable learning systems, and supported by an empowered WHO workforce - accelerating progress toward equitable, resilient and gender-responsive health systems contributing to a healthier and fairer future for all.ResponsibilitiesPromote best practices for health workforce interventions in countries taking into consideration the effective integration within the health care delivery system, its health services and existing public health programmes.Support the development and drafting of tools for improving technical capacity of regions and countries on health workforce international mobility.Contribute to the Department's normative and technical work on the WHO Global Code of Practice on the International Recruitment of Health Personnel, including Member State implementation, policy guidance, technical summaries and progress reporting through its governing bodies to Member States.Provide implementation support to the Department's projects and programmes with earmarked funding towards the realization of the WHO Code of Practice; including technical and financial reporting to donors.Collate and analyse, or commission the development of evidence, in operational research activities to deepen the knowledge base on international migration of health personnel, its underlying determinants, and most appropriate policy and management responses.Prepare initial drafts of technical documents and global policy analyses/ flagship reports on policy and technical issues related to health workforce development including on health workforce migration, HRH governance, human rights in HRH policy, policy making, regulation, education, retention and migration.Follow-up on dissemination and implementation of recommendations and policy advice of WHO resolutions and technical reports.Provide technical support for capacity building for an effective HRH agenda at global, regional and country levels through the development of appropriate training and management tools, including on nursing and midwifery.Support technical cooperation activities with countries on health workforce issues, with a particular focus on migration issues.Contribute to the organization and follow-up of global meetings and events, in collaboration with other relevant offices and departments within WHO, national government counterparts and other relevant stakeholders.Cooperate with other international agencies, international professional associations, countries and partners in advocacy and resource mobilization activities in support of the work on health workforce development.Required QualificationsEducationEssential: A first university degree in health sciences, economics, international relations, international law or relevant field.Desirable: An advanced university degree in health sciences or lawExperienceEssential: A minimum of five years of progressive professional experience in health system strengthening, management, education, regulation of health personnel, including at national and international levels, with demonstrable focus on human resources for health, including on international mobility of health personnel.Desirable: Progressive professional experience in working on collaborative national and international projects with United Nations agencies and/or international organisations/NGOs.SkillsTechnical background and knowledge in human resources for health and health system strengthening.Knowledge of policy and technical cooperation on health workforce international mobility in the context of the WHO Global Code of Practice on the International Recruitment of Health Personnel would represent an additional asset.Demonstrated capacity in research and writing of policy and technical reports, evidenced by a track record in developing peer-reviewed publications in a relevant field (health workforce health systems).Demonstrable skills in programme implementation, monitoring and evaluation.WHO CompetenciesTeamworkRespecting and promoting individual and cultural differencesCommunicationProducing resultsMoving forward in a changing environmentUse of Language SkillsEssential: Expert knowledge of English.Desirable: Intermediate knowledge of other WHO language. The remuneration for the above position comprises an annual base salary starting at USD 70,212 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5266 per month for the duty station indicated above.
