PRESENTATION OF RENEWABLE GASES EUROPE

RENEWABLE GASES EUROPE (RGE) serves as ENGIE's division dedicated to the advancement of renewable and low-carbon gas production across Europe. Since its inception in 2015, ENGIE has been actively engaged in the biomethane production sector. Currently, the portfolio encompasses 26 operational plants, with 19 under direct management, yielding a total production capacity of 550 GWh/y at full capacity, alongside a development pipeline projected at 1.4 TWh/y.

ENGIE is committed to establishing itself as a premier entity in 1G biomethane production throughout Europe, with aspirations to escalate production capacity to 10 TWh/y by 2030.

Biomethane production initiatives are underway in various European nations beyond France, including the United Kingdom, the Netherlands, Belgium, Germany, Poland, and Italy, with Spain, Portugal, and Romania also identified as key areas for development. The strategy involves both greenfield projects and mergers & acquisitions to facilitate the injection of biomethane into the gas grid or the production of bioLNG.

POSITION IN THE ORGANIZATION

The Director of Construction and Commissioning reports directly to the Head of Project Management for Renewable Gases Europe.

TASKS AND RESPONSIBILITIES

Strategy, Process, and Procedures:

  • Formulate the construction and commissioning strategy aligned with RGE's project execution goals.
  • Design and execute a comprehensive construction and commissioning plan with defined actions and timelines.
  • Establish the RGE Quality Management System (QMS) for construction and commissioning, encompassing methods, processes, procedures, templates, and best practices.
  • Assist in the enhancement of other QMS sections as necessary.
  • Contribute to the development of a standardized execution KPI dashboard, leading the implementation of the construction and commissioning segment.
  • Engage in defining execution strategies and structuring assumptions during the project development phase.
  • Support the formulation and execution of Project/Site-specific Execution Plans.
  • Aggregate construction and commissioning reports from various projects, raising alerts for critical decisions.
  • Participate in project reviews throughout execution and during the development phase prior to the final investment decision.

Team Management:

  • Oversee and lead the Construction and Commissioning team.
  • Foster a collaborative team environment, ensuring open communication and early identification of dissatisfaction or burnout risks.
  • Allocate construction and commissioning resources to project teams while maintaining line management and performance accountability.
  • Implement personnel review cycles and development plans in accordance with ENGIE's standards and timelines.
  • Manage workforce planning to optimize workload and leverage team members' skills and experiences, facilitating training, coaching, and recruitment as needed.

Health, Safety, and Environment (HSE):

  • Promote a robust HSE culture within the construction and commissioning teams.
  • Lead by example, integrating EHS as a core value and demonstrating a genuine, caring attitude.
  • Collaborate with the construction and commissioning team, HSE team, and contractors to achieve HSE objectives with zero incidents.
  • Ensure all team members receive appropriate training and certification based on their risk exposure.

Quality Assurance:

  • Cultivate a quality-centric culture within the construction and commissioning teams.
  • Assist in the development of the construction and commissioning audit framework.
  • Ensure proper implementation of the QMS by the team and enforce compliance among external parties.
  • Engage in audits to verify adherence to the QMS.

Knowledge and Experience Sharing:

  • Facilitate training sessions in collaboration with the PMO to ensure project teams understand and apply the construction and commissioning section of the QMS effectively.
  • Support cost estimation during project development phases and execution forecasting.
  • Collaborate with other managers, providing guidance and reviewing documentation.
  • Encourage the Return of Experience process and lead improvement initiatives as necessary.
  • Assist in identifying and engaging erection contractors, participating in negotiations as appropriate.
  • Promptly escalate risks or issues that may adversely affect RGE's performance.
LOCATION

Positioned in Paris, with the flexibility of teleworking up to two days a week and regular travel to various project sites across Europe.

The Director of Construction and Commissioning will engage with:

  • Heads of Projects and their respective Project Managers

  • Head of Contract Management
  • Head of Engineering
QUALIFICATION, COMPETENCE & EXPERIENCE

Education and Experience:

  • University degree in Engineering or a related technical field.
  • A minimum of 10 years' experience managing industrial projects (bioenergy, energy, chemicals, water/waste treatment) within an EPC organization, preferably on an international scale.
  • Extensive site construction or commissioning experience.
  • Proven track record in developing and implementing construction and commissioning processes and procedures.
  • Experience in workforce planning and resource allocation.
  • International experience managing multicultural teams.

Languages:

  • Proficient in English and French, with the ability to engage with international teams.

Skills:

  • Strong educational approach, with excellent communication and persuasion abilities.
  • Effective organizational, planning, and action management skills.
  • Proactive problem-solving mindset, capable of offering valuable suggestions for process enhancements.
  • High sense of responsibility, results-oriented drive, and a resilient attitude.
  • Strong commitment to quality and attention to detail.
  • Able to establish positive relationships with colleagues and diverse stakeholders.
  • Proficient in project management software (MS Excel, MS Project, PowerBi, etc.).
