**Job Summary**

We are seeking a highly skilled and experienced Administrative and Financial Team Manager to join our team at the Conseil Départemental du Val d'Oise. The successful candidate will be responsible for leading a team of 3-4 agents instructeurs comptables, ensuring the smooth operation of the APA unit, and providing exceptional customer service.

Key Responsibilities:

  • Supervise and control the administrative and financial management of APA benefits at home, in close collaboration with other service entities.
  • Guarantee the uniform implementation of regulatory provisions and service orientations.
  • Organize and control the administrative instruction of files on the unit.
  • Prepare and participate in the APA commission.
  • Organize and control the financial processing on the unit.
  • Participate in telephone customer service.
  • Treat customer complaints and instruct contentious appeals in collaboration with the assistant and/or service chief.
  • Collaborate in the training of new employees.
  • Show versatility in case of absence of coordinators from other units.
  • Be a driving force in terms of organization and procedures, participate in process optimization and continuous improvement initiatives.
  • In a changing context, accompany team members in change (désectorisation, regulatory evolutions).

Requirements:

  • Knowledge of the Solis application, GED Multigest, Grand Angle, and Orca.
  • Ease in using extranet and dematerialized platforms (CESU extranet, ASAPRO platform).
  • Mastering of office tools, particularly Excel.
  • Writing skills.

  • Technical:
    • Knowledge of the APA and benefits relevant to autonomy policies.
    • Knowledge of public accounting.

    • Ability to adopt a managerial posture and lead a team.
    • Be rigorous, organized, reactive, and benevolent.
    • Listening and adaptation skills, ability to accompany change.
    • Ability to work in a team and in transversality, in a changing context (dématérialisation, désectorisation, increase in the number of beneficiaries, regulatory evolutions).
    • Ability to face delicate situations (conflict management, customer complaints).
  • Education:
    • Niveau II or III.

Working Conditions:

  • Under the responsibility of the service chief and in close collaboration with the assistant and/or coordinator:
    • Organize and control the instruction of APAD requests and payment within the managerial unit.
    • Lead technically and hierarchically a team of 3-4 agents instructeurs comptables, on the entire process of treatment of the allocation (from the reception of the request to the control of effectiveness of the aid and its payment).
    • Distribute fairly the incoming workload and pilot the activity of the unit, ensuring a uniform application of service orientations and regulatory framework.
    • Participate in customer service and treatment of complex situations.
    • Collaborate in the continuous improvement of the DPA, accompany the team in changes and in the appropriation of new tools and dematerialized processes.
