Primarily dedicated to research, education, and the dissemination of knowledge in the realms of universe sciences and astronomy, the Paris Observatory-PSL collaborates with significant international partners in the field of astronomy.

The Laboratory for Space Studies and Astrophysical Instrumentation (LESIA) focuses on the design and execution of both space and terrestrial scientific instruments, alongside the analysis of resultant observations. Its operations are categorized into four scientific domains: stellar physics, planetology, high angular resolution in astrophysics, and heliosphere and astrophysical plasmas.

LESIA operates as a department of the Paris Observatory and is a joint research unit of the National Center for Scientific Research (UMR 8109), in association with Sorbonne University and Paris City University. It stands as one of France's foremost laboratories in space research.

Main Responsibilities:

  • Oversee financial expenditures (receipts, budget distribution, credit availability, and cash flow) in alignment with the control framework.
  • Prepare financial management reports and dashboards.
  • Coordinate financial justifications.
  • Develop and propose decision-making tools; implement and monitor laboratory analysis and management indicators.
  • Establish tools and ensure adherence to administrative regulations and procedures.
  • Stay updated on regulatory and procedural modifications and ensure their implementation.
  • Engage in workshops or working groups established by our governing bodies.
  • Collaborate with the Administrative Director to formulate and propose a budget, oversee its allocation, and optimize its execution throughout the fiscal year.
  • Assist in the preparation of resource requests and monitor and analyze expenditures for governing bodies and potential partners.
  • Maintain ongoing awareness of regulatory and tool updates.
  • Conduct internal audits and implement traceability protocols.
  • Participate in audits, inspections, respond to inquiries, and provide relevant indicators.
  • Interact with the financial departments of CNRS, the Paris Observatory, and other governing bodies.
  • Ensure or contribute to the implementation of a quality approach in activity management; foster a continuous improvement mindset in administrative processes.
  • Organize the classification and archiving of all relevant data.

Team Management and Leadership Activities:

  • Support the Administrative Director across the entire service.
  • Directly manage a Partial Assignment Category B agent for management/control and a Category B agent on a fixed-term contract for financial project justification.
  • Engage in transversal management with the future administrative management team.

Profile of Ideal Candidate:

Required Knowledge and Skills:

  • Understanding of legal, administrative, and financial regulations pertinent to public higher education and research institutions.
  • Familiarity with fundamental principles of public and private law.
  • Expertise in project management.
  • General knowledge of quality management techniques.
  • Awareness of the organization, functioning, and decision-making processes of the institution.
  • Comprehension of the French research organization, higher education landscape, and associated challenges.
  • Familiarity with the status of structures and personnel within public higher education and research institutions.
  • Knowledge of applicable accounting and tax regulations for public entities.

Salary Range: €26,000 to €32,000 (based on experience)
