Position Overview
The Proposal Manager will be an integral part of the DoC ITO European team. While the position can be based in various European locations, collaboration is enhanced in preferred locations.
The Proposal Manager will report directly to the DoC ITO Leader.
Key Responsibilities:
The Proposal Manager is responsible for overseeing a portfolio of opportunities from the qualification stage through to contract award. This includes developing value propositions, strategic planning, solution formulation, commercial considerations, partner identification, and risk assessment.
Essential Duties for Success:
Collaborate with the Sales team to formulate a winning strategy once assigned to an opportunity. Develop a comprehensive plan and ensure resource allocation from support functions. Maintain alignment and adherence to the established strategy across the broader team. Analyze specifications and customer documentation to grasp project requirements and evaluate them against the winning strategy. Take full responsibility for crafting the proposal and any supplementary documentation, ensuring thorough consolidation and review. Ensure timely and high-quality submission, guiding the team through negotiation phases with the customer until contract finalization and transition to the execution team. Lead a multidisciplinary team comprising Sales, Project Management, Engineering, Sourcing, Finance, Tax, and Legal to create technically sound and competitive proposals that meet customer requirements. Foster a culture of success and accountability within the team. Ensure compliance with the commercial WIN Process and secure necessary approvals prior to bid submission. Manage the development and consolidation of the budget using relevant costing tools, driving cost optimization while assessing risks and opportunities. Collaborate with the Contracts Team for review of Commercial Terms & Conditions and provide negotiation support as needed. Maintain accurate records in proposal systems and ensure updates are made as required. Share Lessons Learned to enhance future proposal quality.Qualifications:
Master's degree in engineering with a minimum of 10 years of relevant experience in sales and commercial roles within an industrial setting. Experience in Bid/Proposal Management for international industrial and municipal B2B transactions, particularly with a significant technology or services component. Familiarity with the water and wastewater industry and its associated technologies. Understanding of international contracting practices in industrial and municipal contexts. Proficiency in English, both oral and written, with the ability to present complex cases effectively. Willingness to travel for business as necessary. Strong interpersonal and communication skills. Solid business acumen and executive presence when engaging with customers. Experience in multinational environments and adeptness in matrix structures where influence and persuasion are key. Open-minded, disciplined, and experienced in working within remote global teams. Ability to manage multiple tasks and deliver results under tight deadlines. Proactive and action-oriented, accustomed to working towards financial targets.Additional Information:
