Position Overview

Are you seeking a new opportunity within a dynamic organization undergoing significant transformation?

We are currently looking for a:

Proposal Manager in Water / Wastewater Treatment

This is a permanent position with the option for remote work: 2 days per week.

The Proposal Manager will be an integral part of the DoC ITO European team. The role can be based in various European locations, with a preference for France and Italy to enhance team collaboration.

Reporting to the DoC ITO Leader, the Proposal Manager will be responsible for managing and overseeing opportunities from qualification to contract award. This includes developing value propositions, strategic planning, solution formulation, commercial considerations, partner identification, and risk management.

Key Responsibilities:

  • Collaborate with the Sales team to formulate a winning strategy upon assignment to an opportunity.
  • Analyze specifications and customer documentation to comprehend project requirements and evaluate them against the winning strategy.
  • Partner with the Process Engineering Team to understand, support, and finalize designs for various processes aimed at resolving water treatment challenges for our clients, ensuring alignment with the bid strategy.
  • Create P&ID and other necessary documents for proposal submission and engage relevant support teams.
  • Take responsibility for developing and consolidating the budget using the appropriate costing tools, driving cost optimization and competitiveness while assessing risks and opportunities associated with the budget.
  • Prepare the necessary commercial proposal and technical documentation.
  • Ensure timely and quality submission, negotiating with the customer until contract finalization and transitioning to the execution team.
  • Collaborate with a multidisciplinary team – Sales, Project Management, Engineering, Sourcing, Finance, Tax, and Legal – to develop technically robust and competitive proposals in response to customer requirements based on the selected strategy.
  • Follow the commercial WIN Process and document approvals at the appropriate levels of the organization for costs, margins, terms and conditions, and process items prior to bid submission.
  • Work with the Contracts Team for the review of Commercial Terms & Conditions and provide negotiation support as needed. Maintain proactive communication with customers throughout the commercial development process.
  • Ensure all proposal records, including Salesforce, are completed and updated as necessary.
  • Facilitate and communicate Lessons Learned to enhance future proposal quality.

Qualifications

What qualifications and experience are we looking for?

  • Master's degree in engineering with a minimum of 3 years of relevant experience in sales and commercial roles within an industrial setting.
  • Experience in Proposal Management for international industrial and municipal B2B transactions with a significant technology or services component.
  • Familiarity with the water and wastewater industry and its associated technologies (MBR, UF, EDR, RO, ZLD).
  • Understanding of international contracting practices in industrial and municipal transactions.
  • Proficiency in English and French (both oral and written) – capable of presenting complex cases effectively in English.
  • Willingness to travel for business as required.
  • Strong interpersonal skills.
  • Open-minded, disciplined, and experienced in working within remote global teams.
  • Ability to manage multiple tasks and deliver results under demanding customer-driven timelines.
  • Proactive, action-oriented, and accustomed to working towards financial targets.
