The Elderly and Disabled Persons Division is responsible for implementing the department's policy for these groups, including the allocation of individual benefits and the development of territorial offerings in medical and social service establishments.
About the Administrative and Financial Management Sub-Directorate
Within this division, the Administrative and Financial Management Sub-Directorate comprises 32 employees, primarily divided between a service handling the administrative management of benefits and a service responsible for the financial management of these benefits. The financial management service, with 11 employees under the functional responsibility of the deputy director, is involved in the accounting of allowances (APA, ACTP, and PCH) and related effectiveness control, as well as the implementation of social assistance for accommodation.
Job Description
As an assistant to the Deputy Director of Administrative and Financial Management, you will verify and execute, with the support of the financial management service staff, all payments, revenue collections, and effectiveness control for benefits related to the elderly and people with disabilities.
Responsibilities:
- Monitor the financial and accounting procedures within the management service.
- Oversee the payment unit for allowances (APA, ACTP, and PCH) and the effectiveness control of these benefits.
- Generate statistics and activity dashboards for this sector.
- Verify and approve the calculation processes for allowances (APA, ACTP, and PCH).
- Coordinate with the accountant's services for monitoring revenues and expenditures.
- Fill in for the Deputy Director during their absence.
- Collaborate with external services involved in the field of the elderly and people with disabilities.
Required Skills and Qualities:
Knowledge:
Bachelor's degree or equivalent in public finance.
Good understanding of local authorities and social assistance.
Previous experience in a similar role is appreciated.
Skills:
Experience in project management.
Proficiency in document and statistical analysis.
Advanced knowledge of office tools.
Knowledge of IODAS and ASTRE software is an asset.
Ability to lead and work effectively within a team.
Strong communication and negotiation skills.
Excellent writing skills.
