Procurement Compliance Specialist

This role is pivotal in overseeing procurement quality assurance and adherence to compliance standards, managing the P-Card program, and facilitating the development and coordination of the minority and woman-owned business (M/WBE) initiatives. The position involves conducting a thorough and specialized review of procurement and contract administration documents to ensure alignment with procedural, administrative, and legal standards.
The following responsibilities constitute the primary duties associated with this position. Additional tasks may be assigned as necessary.
- Oversees quality assurance and compliance for all procurement and contract administration documentation and records.
- Verifies and monitors the accuracy of data across various informational databases.
- Manages the P-Card program and provides supervision to the P-Card Administrator.
- Develops and oversees the compliance division budget in accordance with organizational objectives.
- Collaborates with city departments to ensure adherence to contract compliance, grant compliance, and P-Card compliance.
- Interprets and applies procurement laws, rulings, and regulations at the County, City, State, and Federal levels.
- Establishes goals and objectives while coordinating effective training for City employees on procurement-related policies and procedures.
- Develops and manages the minority/woman-owned business (M/WBE) program, addressing vendor inquiries regarding program initiatives and business opportunities with the City.
- Responsible for various personnel matters including recruitment, training, performance management, and related activities.
- Conducts special surveys and reports findings to the designated supervisor.
- Actively engages in local, State, and/or national professional procurement associations and organizations.
- Prepares and submits regular reports to department heads and the City Manager or designee as required.
- Establishes and maintains effective working relationships with vendors and city departments to ensure responsiveness to requirements and resolve procurement issues.
- Performs related duties as assigned.
A Bachelor's Degree in Business Administration or a related field is required, supplemented by four (4) years of experience in municipal procurement; or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities.
CPPO, CPPB, NIGP-CPP certification is preferred .

Mathematics:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic business math, algebra, and geometry.
Language Ability:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information at public meetings and respond to questions from groups of managers, clients, customers, and the general public.
Reasoning:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
