**Duties**:
The following is a summary of the duties for this position. The is not the complete position description.

The incumbent leads and manages the Eligible Family Member (EFM) Hiring Program. Organizes retirement ceremonies for Locally employed (LE) Staff and U.S. Direct-Hire American employees (USDH). Performs a variety of accreditation and administrative duties in support of the USDH employees assigned to France, their EFMs, Third Country Nationals (TCNs), and LE Staff. Provides advice and service to all USDH employees and their EFMs assigned to the Missions in France. These include multiple U.S. Missions, 2 Consulates General, 3 American Presence Posts (APPs), 50 associated agencies and o/a 350 USDHs and 600 family members and members of household (MOH).

**1) American Services Center**

A) Advice and Services: Provides counseling and assistance to employees and family members seeking guidance in all areas of American Human Resource operations.

B) Ministry of Foreign Affairs (MFA):
Accreditation: Position is the primary point of contact and central liaison for all USDH employees assigned to the Embassy, Consulates General and APPs.

Third Country National Domestic Employees: Primary point of contact responsible for counseling the COMs, DCMs, Consulates General Principal Officers, and American Presence Officers about diplomatic privileges and immunities attached to their TCN domestic employees.

Airport Badges: Responsible for maintaining a current list of personnel requiring airport badges

Work permits: Informs EFMs about the work permit process and forwards appropriate documents to the MFA

C) Employee Benefits: Manages the American employees Insurance Programs.

D) Miscellaneous: Drafts various certifications regarding employment, residence, salary, school, ID renewals, medical coverage, etc.

E). Personnel Computer Records and Reports: responsible for updating various databases and generating reposts as needed.

**2. ELIGIBLE FAMILY MEMBER COORDINATOR**

Leads and manages the EFM Hiring Program.
Informs EFMs on available employment opportunities and appointment types.
Drafts and publishes the Vacancy Announcements that are open to EFMs.
Drafts associated memos of selection, initial offers of employment, and non-selection letters.
Coordinates EFM security clearance requests.

Provides check-in and check-out to EFMs. Informs EFMs on Leave programs, Intermittent No-Work Scheduled (INWS) and Foreign Service Family Reserve Corps (FSFRC) statuses.
Transmits check-in forms to the Department and Payroll Office.
Prepares personnel actions and amendments;
Researches and follows up with the Department of State or other agencies as necessary on all aspects of employment data and appointment information.
Works with EFM employee and supervisors in preparation of annual performance reports. Monitors appointment expiration dates and within grade due dates.
Requests Department or other agencies authorization for extensions and within grade increase requests.

Keeps HR Assistant in charge of classifications informed of arrival and departure dates for EFM employees in order to start recruitment process.

Keeps HR Assistant and appropriate Human Resources Officer informed of upcoming expiration of due dates and alerts to any potential problems.

Collects and prepares employment data reports. Provides guidance to Post Employment Committee (PEC) on EFM employment regulations.

Works with the Global Employment Advisor (GEA) to promote employment opportunities on the local economy, home businesses and within the Missions for family members.

Is responsible for updating the Family Member Appointment guidebook and for participating once a year to a workshop about the EFM Hiring program.

3. MISSION INCENTIVE AWARDS PROGRAM

Retirement Ceremonies: Organizes retirement ceremonies for U.S. and LE Staff. Prepares remarks, talking points, and briefing scenarios (with employee's employment history) for the COM and/or DCM.

**Qualifications and Evaluations**:

- Requirements:
**EXPERIENCE**:A minimum of four years of progressively responsible experience in Human Resources, administrative work or in a position involving extensive public interaction or customer service.

**JOB KNOWLEDGE**: Good knowledge of Human Resources and Customer-service practices. Good knowledge of Word, Excel and Powerpoint Processing.
