Assistant to The Team Leader

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

Based at Expertise France headquarters in Paris with operational relations with the Social Protection and Decent Work Unit under the authority of the Project Manager and the Team Leader, the assistant will support the Team Leader’s mission in coordinating the whole intervention in order to reach qualitative and quantitative objectives and outputs that have been negotiated between the European Commission, DG REFORM and Expertise France and that are mentioned in the contractual document named “detailed project description”.

The assistant duties and responsibilities will consist in:
In general:

- Provide support with the research of information and documentation linked to the project;
- Process incoming and outgoing correspondence (phone calls, registration, follow-up, transmission, dissemination);
- Ensure the logístical follow-up of the Project: meetings organisation, appointments arrangement, filing mission certificates of experts, agenda updating, letters drafting, documents making-up.
- Ensure the access to information and documentation of the projects and the regular updating of the Cloud designed for the share of documentation and information between the several project’s stakeholders ;
- Ensure logistics for experts' missions, including travel arrangements, hotels booking, venues finding and documentation preparing as necessary;
- Support payments process and expenditures follow up in the framework of the project activities.

Support more specifically the Team Leader in implementing the EU Health Resource Hub and in doing so:

- Support the mapping of existing funds and relations with other funds management
- Support the answer and advices to National competence networks.
- Support the animation of a community of practices and disseminate content to the project stakeholders and partners.

Support the visibility of the project and Expertise France and in doing so support the following activities:

- Ensure the visibility of Expertise France and the donor in the project communication, respecting the guidelines of the agency’s Communication Strategy, as well as the visibility and communication rules of donors and partners and identify communication opportunities related to our activities in the field and in the countries in the region
- Create and update a dissemination list for project communication.
- Organise project communication events (conferences, workshops, etc.) at EU level and organise the project representation during national and international events related to the theme (Expertise France events, but also forums, international conferences, partner events, etc.).
- Manage the preparation, content, logistics, invitations and capitalisation on these events.
- Support the organisation of workshops and events at national level
- Support the organisation of events: documentation research, information dissemination, conference and workshops preparation, logístical aspects related to the event’s organisation;
- Ensure the editing of web-pages, social networks and other communication activities.

Other duties:

- Provide support in translating documents from French to English or/and eventually from English to French;
- Provide support in editing documents in English;
- Provide occasional support with interpretation in meetings.

The COVID-19 pandemic put additional pressure on the sustainability of health systems, with significant increases in public health expenditure in 2020 and 2021. This has put health systems in the spotlight, exposing existing weaknesses and highlighting the urgent need to strengthen the quality, resilience and sustainability of health systems.

The EU provides a wide range of funds and tools for supporting health systems and their transformation. However, Member States often struggle to access these funds and combine efficiently the use of the different funds and tools with their national health needs. The funding landscape at EU level is complex and the process of mutual learning between Member States is challenging.
