The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

The IEA sub-Saharan Africa (SSAfrica) Programme has been expanding over the past years and is to grow further, with a rising number of IEA analyses and reports, with deeper relations and concrete collaboration with governments and energy stakeholders from the continent, including through both high- and technical-level events involving participants from SSAfrica or held in SSAfrica. Three countries in SSAfrica are Association countries to the IEA: Kenya, Senegal, and South Africa.

The core missions of the SSAfrica Desk include leading the IEA's institutional engagement with sub-Saharan African counterparts—with a strong focus on Association countries—coordinating cross-agency work on sub-Saharan Africa, and delivering specific publications and projects. These include reports such as
In-Depth Reviews of Energy Policies
, commentaries, and major events, covering topics such as Clean Cooking, Energy Efficiency, Efficiency Policy Training Week, and People-Centred Transitions.

The IEA seeks a Sub-Saharan Program Coordinator to join a team of enthusiastic professionals in the Division for Europe, Middle-East, Africa and Latin America (EMAL), which sits within the Office of Global Energy Relations (GER). The Sub-Saharan Program Coordinator will report to the Sub-Saharan Program Manager for East and Central Africa, and will assist the Sub-Saharan Africa Programme desk on the below activities.

Job Description
Main Responsibilities

  • Ethiopia EPR: Contribute to the Energy Policy Review of Ethiopia project. More specifically, the Coordinator will

  • (i) co-author the report, including collaborate on drafting chapters and draft the Executive Summary

  • (ii) engage with the Ethiopian government and other relevant non-government stakeholders, including private sector, NGOs and development partners, over email and in meetings, including by sending out invitations and other information about the review week to Addis Ababa
  • (iii) lead on putting the chapters together to make the report ready for publication
  • (iv) continue to produce other deliverables related to the project, including presentations to the Ethiopian government and logistical and written preparations for the launch of the report in 2026.

  • Organisation of activities under relevant work programmes, i.e. physical events in Paris as well as in SSA and remote engagement; analytical work, both qualitative and quantitative; as well as production of deliverables; liaison and coordination with counterparts in partner countries, including government and non-government; research on SSA energy sector; collaborate with other teams at the IEA, including contributing with SSA perspective to reports upon request; and remain flexible and contribute to other SSA desk and GER activities as it becomes necessary.

  • Coordination efforts with partner countries: the coordinator will assist the programme officer in delivering new planned activities for Ethiopia, Kenya, Tanzania, Uganda, as partner countries, as well as the African Union.
  • IEA High Level events: Contribute to the preparation of IEA high level events, including mobilisation and facilitation of African participation; producing and distributing invitations and follow-up documents; and preparing briefs for the Executive Office.
  • Communication: Contribute to the communication efforts of the Agency and the SSA desk, including

  • (i) drafting letters on behalf of the Executive Director and the Deputy Executive Director to African counterparts,

  • (ii) producing a quarterly external newsletter, and social media coverage of IEA Africa activities.

Qualifications
Ideal Candidate Profile
Academic Background

  • A university degree(s) in a relevant discipline (e.g. economics, energy policy, environment international relations, African studies or related field would be ideal).

Professional Background

  • At least 1 to 3 years' experience, including internships, on energy and climate policy topics focusing on Sub-Saharan African countries;
  • Experience in research and analysis; drafting policy or reviews;
  • Experience working with Sub-Saharan African governments and interacting with key stakeholders across the region.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other.
  • Working knowledge of another language would be an advantage.
