Missions Environment
The Infrastructure Asset Management Manager Metro willjoin a team dedicated to supporting and leading international bids with aspecific focus on Metro operations and rail related operations in general
The Infrastructure Asset Management Manager has the responsibility fordelivering fully developed bid plans in relation to maintenance, engineeringand asset management. They need to have a general understanding of key assetsand systems, such as but not limited to: horizontal assets (track, track beds,switches and switch motors, cabling, bridges and tunnels), overhead or thirdrail power supply, network power supply, signalling, and information systemassets.
The Infrastructure Asset Management Manager will be part of the maintenancegroup within the team and report directly to the Bid Project Director
The right candidate will be able to consider and integrate the technical,procurement, finance and human resources aspects of the bid and propose acoherent policy and strategy for purchasing and/or subcontracting goods andservices in line with particularities and demands of the bid. They must also beable to defend and justify their choices based on experience and analysis ofmarket situation.
Missions
In closecooperation with other workstreams, the Infrastructure Asset Management Managerwill provide within their scope:
I. Pre-bidactivity:
- Mapping local and key international stakeholders, partners and suppliers
- Identify for Transdev (TD) and the Public Transport Authority (PTA) the key elements within the targeted business regarding potential improvements and cost optimisations
- Identify potential KPI’s for future operations.
II. Pre-bidPreparation:
a. General
- Review and develop procedures and templates in anticipation and preparation of bids
- Identify and plan resources (internally and externally), including all documentation needed to build a financial and cost model that will support the delivery of the bid proposition
- Establish the deliverables and how these deliverables will be realised
b. OnContractual / Commercial Aspects/ Procurement
- Advise the Public Transports Authorities, when possible, on contractual best practice
- Assist the negotiations of commercial contracts with suppliers and sub-contractors in relation to the technical and financial aspects of their goods and services
c. HRaspects:
- Provide a first estimation of the quantity, qualifications and training of the resources needed for maintenance
d. Finance:
- Prepare and feed the cost model in cooperation with the finance workstream
- Identify cost optimisations and savings and translate these into concrete actions
- Give an initial assessment of “current” maintenance costs of the incumbent operator
- Establish the renewal/ overhaul strategies in line with the bid requirements that will have an impact on the medium/long term investments and budget
III. Duringthe bid
- Establish the bid deliverables and control the planning for their delivery. Propose solutions draft out the approach and deployment of the solution
- Develop budget for the duration of the contract, including the cost of materials for the “current” maintenance and renewal/overhauls
- Develop budget for the duration of the contract in relation to the resources needed
- Establish risk and mitigation plans that may affect the budgeted costs
- Establish and identify the maintenance policies and solutions that will meet the bid requirements
- Establish maintenance solutions or initiatives that go beyond the bid requirements but will meet or exceed the PTA’s expectations
- Identify risks and to mitigate them
- Establish the CMMS(Computerised Maintenance Management System) policy/strategy in coherence withthe reporting demands of the bid once the contract in operation.
Scope and Complexity
- A manager level position that uses his professional expertise toadvise and the business and contributes to strong maintenance bid plans.
- Typically working across a large, sometimes complex and diverse range ofBusiness Units/Divisions within the Group
- Typically has the capacity to identify and establish informal/formalrelationship with potential partners and subcontractors.
Knowledge
- Good knowledge of thesystems involved, with some relevant areas of deep expertise in relation toinfrastructure maintenance, engineering and asset management
- Knowledge of project management, including project implementation
- Ability to analyze data, prepare reports, statements and projections
- Ability to define a strategy
- A minimum of 5 years ofexperience in the participation/preparation of bids, for maintenance, ILS/LCC(Integrated Logistic support/Life Cycle Cost) or RAM (Reliability,Availability, Maintainability) for Metro/Rail turnkey projects or for any ofthe involved systems.
- Degree (BAC+3) in industrial, mechanical, electrical or public worksengineering.
- Able to spend significant amounts of time abroad during the bid period.
- Frequent travels with possible long-term missions abroad
- English fluency is a must. Most of the work will be done in English. Anyother languages are appreciated.
