JOB PURPOSE:
Assurer la mise en oeuvre du projet selon les exigences de Oxfam et des Bailleurs et en conformité aux standards de qualité en vigueur Assurer la coordination avec les partenaires de mise en œuvre ; Assurer la coordination avec les services techniques étatiques, ministères, ONG et institutions internationales au niveau communal, départemental Représenter Oxfam auprès des autorités locales, communales Mener des évaluations rapides si besoin dans les zones d’interventions d’Oxfam Suivre la situation humanitaire et contribuer à développer une stratégie Livelihood à moyen/long terme

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Suivre la situation humanitaire sur les zones à travers le suivi d’indicateurs-clés en coordination étroite avec les autres acteurs : suivi des prix du marché (céréales, bétail, autres biens de première nécessité), mouvements de population et d’animaux, conflits etc.… Appuyer la mise en œuvre des projets humanitaires conformément aux exigences des bailleurs et de Oxfam ; Assurer un suivi efficace des dépenses des différents projets sous sa responsabilité et proposer éventuellement des ajustements et des recommandations à la hiérarchie ; Assurer un appui technique aux équipes des partenaires de mise en œuvre Identifier les besoins et opportunités de renforcement des capacités des membres des équipes de partenaires et membres du personnel d’Oxfam ; Renforcer les capacités des équipes de partenaires Assurer un suivi efficace des dépenses des différents projets sous sa responsabilité et proposer éventuellement des ajustements et des recommandations à la hiérarchie Produire des rapports d’activités à l’attention de Oxfam et de ses Bailleurs conformément à la périodicité ; Contribuer à l’élaboration et à la finalisation des outils de suivi, de monitoring et d’évaluation, développés sous la coordination du Food Security Advisor en collaboration avec le département MEAL. Assister aux réunions de coordination au niveau régional, Cercle et local ; Fournir un bulletin mensuel de la situation humanitaire sur le département à travers l’analyse des indicateurs-clé suivant le canevas d’Oxfam Organiser des réunions et ateliers au niveau du département et des communes Produire un rapport narratif hebdomadaire de la situation humanitaire et des activités. Faciliter/Guider les recherches dans le cadre de la stratégie de reconstitution des moyens d’existences durables Mener au besoin des évaluations avec le Food Security Advisor Archiver et tenir toute la documentation liée au programmeEXPERIENCE, KNOWLEDGE & COMPETENCIES
Essentiel:
Titulaire d’une Licence en Agroéconomie, Géographie, Sociologie, Elevage, ou diplôme équivalent Diplomatie, tact et techniques de négociation avec les communautés locales, partenaires et Autorités Aptitude à communiquer de façon efficace, à rédiger des rapports et à faciliter des rencontres entre différents acteurs Une bonne maîtrise des outils et techniques de suivi et évaluation Une très bonne capacité d’analyse et de synthèse Une très bonne capacité à intégrer des problématiques transversales (eau et assainissement, protection de l’environnement, sécurité, nutrition, genre etc.…) Aptitude à travailler sur sa propre initiative, à gérer une quantité énorme et complexe de travail, avec un bon rendement et des rapports dans le respect des délais convenus. Capacité d’adaptation face aux pressions et à l’évolution des besoins Bon niveau de français écrit et parlé Bonnes connaissances des logiciels informatiques de base (Word et Excel, power point) Expérience dans l’appui à un programme d’urgence Expérience des ONGs (au moins 3 ans), dans le domaine de la sécurité alimentaire. Avoir conscience de ses propres forces et faiblesses, et être disposé à se perfectionner. Aptitude à faire preuve d’initiative pour atteindre des résultats et à travailler et voyager pendant de longues heuresDESIRABLE:
