Procurement and Logistics Manager

Main Responsibilities
This role involves operational skills in procurement and implementing procurement strategies, negotiating contracts, and ensuring cost-effective procurement of goods and services while maintaining the highest standards of quality and compliance for various subsystems. The role requires project management and communication skills to empower procurement activities linked to diverse stakeholders throughout project execution.
Main Activities
- Review and revise project procurement plans as necessary.
- Oversee the overall Procurement Schedule.
- Issue reports to projects and procurement teams.
- Monitor procurement and post-order planning with subsystem managers.
- Collaborate with the Contract Manager for procurement document and template development and implementation.
- Coordinate buyers for daily activities to ensure timely completion of tasks.
- Manage Procurement Schedules and populate them with subsystem managers.
- Issue and follow up on RFQs, clarify and close issues, and conduct vendor prequalification and qualification.
- Manage local logistics and ensure correct purchase order follow-up, including expediting and inspection.
- Ensure mobilization of necessary resources to achieve objectives.
- Represent Colas Rail Philippines within the Group Purchasing department.
Other Responsibilities
- Report activity through monitoring tools, including monthly reports, minutes of meetings, and purchasing follow-up.
- Manage purchasing follow-up tools and performance indicators.
- Participate in REX Projects.
- Ensure proper reporting to the Project Team for potential delivery and cost impacts.
- Respect rules of Ethics, Health, Safety, and Environment.
Qualifications and Location
- Master's degree or Engineering diploma with specialization in Purchasing.
- Language: French and English are mandatory, Japanese is a plus.
- Minimum 10 years of experience.
