Project Procurement and Logistic Manager

This role involves operational expertise in procurement and implementing procurement strategies, negotiating contracts, and ensuring cost-effective procurement of goods and services while maintaining the highest standards of quality and compliance for various subsystems, including Track works, Catenary, Depot equipment, Signaling, and Power supply.
This role requires project management and communication skills to empower procurement activities linked to a diverse range of stakeholders throughout the project execution.
Main Activities- Review and revise project procurement plans as necessary.
- Oversee the overall Procurement Schedule.
- Issue reports to projects and procurement teams.
- Monitor procurement and post-order planning with subsystem managers.
- Collaborate with the Contract Manager for the development and implementation of procurement documents and templates.
- Coordinate buyers for day-to-day activities to ensure timely and accurate performance of tasks.
- Organize PLM (Purchase Launch Meeting) per package organization.
- Ensure Procurement Schedules are up-to-date and populated with Subsystem managers.
- Issue and follow up on RFQ (Request for quotation).
- Clarify and close RFQ-related issues.
- Manage vendor prequalification and qualification, including data for compliance checks.
- Issue and review TCO (Total Cost of Ownership).
- Issue and review RECOMMANDATION for PO above 2 M€.
- Provide support and coordination for final negotiations.
- Issue contracts.
- Manage and follow local logistics.
- Ensure a correct purchase order follow-up, including expediting and inspection, with Subsystem managers.
- Ensure the mobilization of necessary resources, organization, and processes to achieve objectives.
- Monitor the market for purchasing strategies and anticipate structural changes.
- Represent Colas Rail Philippines within the Group Purchasing department.
- Manage integration, training, and monitoring of employee professional development, as well as detecting valuable employees.
- Report activity through monitoring tools (monthly report, minutes of meetings, purchasing follow-up, TCO, etc.) with regular reporting and data analysis of saving performance to hierarchy and other participants in the purchasing process.
- Manage the update of purchasing follow-up tools and purchasing performance indicators.
- Participate in REX Projects.
- Ensure proper reporting to the Project Team for potential delivery (slippage) and/or cost (claim from vendors) impacting the project(s) CSR.
- Maintain respect for rules of Ethic, Health, Safety, and Environment.
- Report to hierarchy any situations faced through position and always report these situations to management to protect oneself and the company.
- Master's degree - Engineering diploma, and specialization in Purchasing.
Language: French and English are mandatory, Japanese is a plus.
Experience: Experienced required (10 years min.). Based in Manila with travels in Japan and/or in France if required.
