Core Responsibilities:
The selected candidate will monitor relevant national and regional developments, preparing essential briefings for the Regional Desk for Africa. They will also ensure effective coordination and oversight of UNESCO's Global Priority Africa, including its Operational Strategy, engaging with both internal and external stakeholders, and actively contributing to partnership development to support these initiatives.
Provide strategic leadership and support regarding overall relations and collaboration with African Member States and Regional African Organizations. This includes delivering high-level briefings and guidance to senior management for interactions with Member States, Heads of State, and other senior officials at UNESCO Headquarters, as well as during official visits to African nations or participation in significant events.
Oversee, track, and evaluate the implementation of Global Priority Africa and its Operational Strategy, aiming for clear and measurable outcomes. This involves collaboration with Member States, Programme Sectors, Central Services, Field Offices, and other stakeholders, as well as preparing statutory documents related to Global Priority Africa, including mid-term and final evaluations of the Operational Strategy and follow-up on related recommendations.
Formulate and execute strategies to garner support from multilateral and regional partners, Member States, funding institutions, and other entities, including the private sector and civil society, both within and outside the African region, to advance the implementation of Global Priority Africa and its Operational Strategy.
In close collaboration with the UNESCO Liaison Office in Addis Ababa and UNESCO Regional Offices in Africa, enhance working relationships with the African Union, Regional Economic Communities, and organizations focused on regional integration, facilitating joint actions in prioritized areas and coordinated advocacy towards partners.
Generate regular and timely statutory reports on Global Priority Africa for UNESCO governing bodies, alongside strategic notes and briefings for senior management, ensuring efficient follow-up on decisions made by the Executive Board and the General Conference regarding Priority Africa, in close coordination with Member States and senior management.
Candidates should possess a minimum of ten (10) years of progressively relevant professional experience at an appropriate management level in external relations, diplomacy, or related fields, with at least five (5) years acquired at the international level within the UN system or other international, national, or private sector institutions.
Extensive experience in diplomatic engagements or development issues related to UNESCO's areas of expertise, including the establishment and maintenance of strategic relationships with international and regional organizations is essential. Experience in international relations, diplomacy, multilateral cooperation, and management is required.
Proven expertise in advocacy, resource mobilization, and partnership development, particularly at the international level.
Relevant courses, degrees, or training related to the position are preferred.
Senior-level roles at the international level and/or within the United Nations system are advantageous.
Demonstrated management experience at the international level is crucial.
Proficiency in English or French (written and spoken) and a good command of the other language is required.
