Key Responsibilities

This position demands strong operational expertise in procurement to execute procurement strategies, negotiate agreements, and ensure cost-efficient acquisition of goods and services while upholding the highest standards of quality and compliance across various subsystems such as Track works, Catenary, Depot equipment, Signaling, and Power supply. Effective project management and communication skills are crucial to facilitate procurement activities that engage a diverse range of stakeholders throughout project execution.

Primary Duties
  • Assess and modify the project procurement plans as necessary
  • Oversee the comprehensive Procurement Schedule
  • Deliver reports to project teams and procurement
  • Supervise procurement and post-order planning in collaboration with subsystem managers
  • Work alongside the Contract Manager to develop and implement procurement documents and templates
  • Coordinate daily activities of all buyers to ensure timely and precise task completion
  • Conduct Purchase Launch Meetings (PLM) for each package organization
  • Maintain up-to-date procurement schedules, incorporating input from subsystem managers
  • Issue Requests for Quotations (RFQs) and follow up diligently
  • Manage clarifications and ensure their resolution
  • Prequalify and qualify vendors, including necessary compliance data
  • Oversee Total Cost of Ownership (TCO) issuance and review
  • Evaluate and recommend purchase orders exceeding 2 M€
  • Provide support and/or coordination during final negotiations
  • Draft contracts
  • Supervise local logistics operations
  • Ensure thorough follow-up on purchase orders, including expediting and inspection, in coordination with the Subsystem Manager
  • Mobilize essential resources, organization, and processes to meet objectives
  • Conduct economic and competitive market analyses to anticipate changes in purchasing strategies
  • Represent Colas Rail Philippines within the Group Purchasing department
  • Manage employee onboarding, training, professional development tracking, and identification of key personnel
Additional Responsibilities
  • Utilize monitoring tools to report activities (monthly reports, meeting minutes, purchasing follow-up, TCO, etc.) with regular updates and data analysis on savings performance to superiors and other stakeholders in the procurement process
  • Maintain and refresh purchasing follow-up tools and performance indicators
  • Engage in REX Projects
  • Ensure accurate reporting to the Project Team regarding potential delivery or cost impacts on projects
  • Comply with ethical, health, safety, and environmental regulations
  • Report any challenging situations encountered in the role to management for the protection of oneself and the organization
Qualifications and Location
  • Master's degree or Engineering diploma, specializing in Purchasing

Language Proficiency:
Fluency in French and English is essential; knowledge of Japanese is a plus.

  • At least 10 years of relevant experience
  • Positioned in Manila, with occasional travel as required
