As part of its development strategy, RATP Dev is positioning itself on the Operations & Maintenance of the Belgrade Metro project. The commercial opening of Line 1 is scheduled for 2030, with two additional lines planned in the following years. From 2026 onward, RATP Dev will contribute to project integration and lead the opening preparations for Line 1.

MAIN PURPOSE

The HSEQ Director provides strategic leadership and technical expertise to ensure that health, safety, quality, environment, and sustainability systems are effectively implemented and maintained. The role is responsible for obtaining and managing accreditation for O&M operations, embedding a strong safety culture, and ensuring alignment with international standards and local regulations.

RESPONSIBILITIES

As part of their role, the HSEQ Director will be expected to carry out the following activities to ensure compliance, safety, and performance across the project:

Strategic Leadership

• Define and implement HSEQ strategy and KPIs to meet contractual obligations
• Lead the development and deployment of the Integrated Management System (IMS)
• Promote a positive safety culture and lead behavioural change initiatives
• Manage and mentor the HSEQ team to ensure high performance

Accreditation & Compliance

• Obtain and maintain accreditation for Rail Infrastructure Manager and Rolling Stock Operator
• Ensure compliance with Serbian and international safety regulations
• Maintain certification against ISO standards (45001, 9001, 14001)
• Provide legislative and regulatory advice on WHS, rail safety, and environmental matters

Risk & Safety Management

• Lead risk assessments, hazard identification, and mitigation planning
• Oversee Safety in Design processes and hazard transfer reviews
• Manage incident investigations and ensure systematic improvements
• Own the risk management system for the O&M phase

Stakeholder Engagement

• Act as main point of contact for HSEQ-related stakeholders (e.g., Directorate of Safety, PISA, SISA, MI)
• Represent O&M in accreditation reviews and safety boards
• Lead sustainability initiatives (carbon offset, green certifications, etc.)

Operational Support

• Support the implementation of the Competency Management System (CMS)
• Prepare and manage the HSEQ program for the remaining D&C phase
• Provide senior expertise on broader technical topics (Operations, Customer Service, Asset Management)

EXPERIENCE & SKILLS

• Minimum 10 years of experience in railway operations, engineering, health and safety, quality, or environmental management
• Proven track record in managing safety systems and achieving accreditation in transport environments
• Experience in leading HSEQ teams and driving behavioural change initiatives
• Strong knowledge of WHS, rail safety, and environmental legislation
• Experience in Safety in Design, risk management, and incident investigation
• Excellent stakeholder engagement and communication skills

QUALIFICATION

• Degree in health and safety, science, environmental studies, or related disciplines
• Specific qualifications/training in safety, risk management, investigations (e.g., ICAM)
• Chartered status or accredited membership of a professional body (e.g., IOSH)
• Experience in attaining rail accreditation locally or internationally
• Familiarity with ISO standards: ISO 45001, ISO 9001, ISO 14001
